Sempra Secures ConocoPhilips for Port Arthur LNG's Second Gas Sales Contract

Sempra's affiliate, Sempra Infrastructure, and ConocoPhillips have sealed a 20-year deal to buy 4 million tonnes of liquefied natural gas (LNG) annually from the expansion phase of the Port Arthur LNG project situated in Jefferson County, Texas.

Sempra Secures ConocoPhilips for Port Arthur LNG's Second Gas Sales Contract

In a significant development for the energy sector, Bechtel has been selected to deliver the engineering, procurement, and construction for the second phase of the Port Arthur LNG project in Jefferson County, Texas. This expansion project is expected to increase the total liquefaction capacity of the facility to approximately 26 million tonnes per annum (mtpa).

The Phase 2 development project is slated to include two liquefaction trains, each capable of producing approximately 13 mtpa of LNG. This expansion is a strategic move aimed at meeting the growing energy demand worldwide.

In May this year, the US Department of Energy granted export authorization for LNG exports to countries without a free-trade agreement with the US for the Phase 2 development project. This decision paves the way for the project's potential global impact.

The Federal Energy Regulatory Commission (FERC) granted project approval for the Phase 2 development project in September 2023. This approval marks a significant milestone in the project's journey towards realization.

Ryan Lance, Chairman and CEO of ConocoPhillips, expressed his enthusiasm for the agreement, stating that it advances their global LNG portfolio strategy. He further added that it builds a flexible and reliable LNG supply network to meet growing energy demand. ConocoPhillips holds a 30% equity stake in the project and is committed to 5 mtpa of LNG offtake capacity over 20 years.

Jeffrey W. Martin, Chairman and CEO of Sempra, also expressed his views, stating that the role of US LNG in meeting the energy security needs of America's allies is growing. He further added that this next phase of the project reflects both companies' shared view of the opportunity to connect American producers of natural gas with growing markets overseas.

The agreement between Sempra subsidiary Sempra Infrastructure and ConocoPhillips is for 4 mtpa of LNG from the Port Arthur LNG Phase 2 development project. In July, Sempra Infrastructure also entered into a definitive 20-year sale and purchase agreement with JERA for 1.5 mtpa of LNG offtake on a free-on-board basis from the proposed project, subject to final investment decision (FID) and customary closing conditions.

It's important to note that the development of the Phase 2 project remains subject to various risks and uncertainties, including completing the required commercial agreements, securing and maintaining all necessary permits, obtaining financing, and reaching FID, which Sempra is targeting by the end of this year.

The first phase of the Port Arthur LNG project, currently under construction, consists of two LNG storage tanks and liquefaction trains 1 and 2. These are expected to achieve commercial operations in 2027 and 2028, respectively. With the addition of the Phase 2 project, the Port Arthur LNG facility is set to become a significant player in the global LNG market.

All major permits for the Phase 2 development project have been secured, setting the stage for a promising future for the project and the energy sector as a whole.
