Stadium Attack Exercise on Harbor Road - Mass Gathering of Firefighters, Johanniters, and Law Enforcement
In a well-coordinated display of emergency preparedness, a large-scale exercise took place on August 24th at Stadion an der Hafenstraße in Essen. The event, involving the Essen Fire Department, Johanniter-Unfall-Hilfe, and Essen Police, simulated an attack during a football match.
The exercise was the culmination of several months of intensive joint planning by all participating agencies. The close and effective cooperation of all organizations was particularly evident during the exercise.
Special thanks go to Grundstücksverwaltung Stadt Essen GmbH (GVE) for making the use of the stadium possible for this special exercise.
Approximately 250 emergency personnel participated, each facing complex tasks. While the police focused on locating perpetrators and preventing further danger, the fire department and rescue services prioritized quick treatment of injuries. Around 350 volunteer role-players portrayed injured people and panicked spectators, adding a realistic touch to the exercise.
At around 10 a.m., an explosion was simulated on the West Tribune, testing the response and coordination of the emergency personnel. The goals of the exercise were achieved, including treating injuries, apprehending perpetrators, and gaining valuable insights for real-life situations.
Important insights were gained to adapt deployment concepts, optimize processes, and improve the interface work between police and rescue services. Regular joint training, as shown by the success of this exercise, is crucial for effective emergency response.
The exercise demonstrated the professionalism of the participating forces in an emergency. It's worth noting that the important interlocutors responsible for planning and conducting future joint exercises between the fire department, Johanniter-Unfall-Hilfe, police, and other authorities include organizational leaders and coordinators from these agencies, such as group leaders from the fire departments, coordinators from Johanniter-Unfall-Hilfe, police commanders, and representatives from disaster relief organizations like THW and DLRG, often under the guidance of municipal leaders like mayors or designated cooperation patrons; for example, the Dortmund mayor acts as patron for cooperation among fire departments and rescue organizations.
The success of this exercise underscores the importance of collaboration and preparation in emergency situations. It serves as a reminder that with effective planning and coordination, emergency services can respond swiftly and efficiently to protect the public in times of crisis.
