Singapore and Latin America Strengthen Aviation Partnership
The Civil Aviation Authority of Singapore (CAAS) and the Latin American Civil Aviation Commission (LACAC) have taken a significant step forward in their partnership, signing a new Memorandum of Understanding (MoU) in 2025. This agreement aims to boost cooperation in civil aviation training and capacity building across Latin America, building on their long-standing partnership that originally began with a cooperation agreement in 1998.
The new MoU, signed during the CVII Meeting of the Extended Executive Committee of LACAC in Guatemala, introduces three new initiatives designed to strengthen talent development and leadership dialogue. One of these initiatives is the ICAO-SAA Directors-General of Civil Aviation Programme, which is designed to foster leadership dialogue among aviation authorities. Notably, one run of this programme will be held in Latin America.
Under the new arrangement, CAAS will provide 75 fellowships over the next three years for aviation professionals from LACAC member states to attend specialized courses in Singapore. These courses are expected to cover a wide range of topics, including aviation safety, aviation security, air traffic services, and aviation management.
In addition to these fellowships, the new MoU also includes three in-region training programmes in Latin America, tailored to regional needs. These programmes aim to provide practical and relevant training to aviation professionals in the region.
High-level and staff exchanges between Singapore and LACAC member states are also part of the new agreement. These exchanges are intended to foster greater understanding and collaboration between the two regions.
Ng Tee Chiou, deputy director general of CAAS, stated that the agreement aims to step up engagement with the Latin American region and better connect Latin America and Singapore. Ingrid Azucena Zelaya Florian, president of LACAC and director general of the Civil Aviation Authority in Guatemala, echoed this sentiment, stating that LACAC will continue to strengthen aeronautical technical capabilities in Latin America and the Caribbean through the agreement with CAAS.
It is worth noting that the new MoU does not mention any specific details about the TP Aerospace move to a new wheel and brake MRO facility in Singapore.
The new MoU between CAAS and LACAC also includes three scholarships under the Singapore-ICAO Next Generation of Aviation Professionals (NGAP) Scholarship Programme, supporting young aviation professionals aged 35 and below. This programme is designed to develop the next generation of aviation leaders and is a testament to the commitment of both CAAS and LACAC to the future of civil aviation in Latin America.
Overall, the new MoU between CAAS and LACAC represents a significant step forward in the partnership between the two organisations. By providing fellowships, in-region training programmes, and high-level exchanges, the agreement aims to strengthen the capacity and capabilities of the aviation industry in Latin America, while fostering greater collaboration and understanding between the two regions.
