Strict regulations on gambling establishments are being consistently enforced in Bremen.
In the city-state of Bremen, Germany, a new era for gaming halls has begun. The Bremen Gaming Hall Act, one of the toughest laws of its kind in the country, was enacted on July 1, 2023, to combat gambling addiction and its health and social consequences.
The Act governs the operation of gaming halls in Bremen, setting forth key provisions designed to create a safer and more controlled environment. These provisions include restrictions on the number and licensing of gaming halls, stringent location requirements, standards for operation hours and gaming machines, player protection measures, and enforcement and sanctions for violations.
One of the most notable changes is the increased distance requirement between gaming halls. Originally set at 250 meters, the distance has been doubled to 500 meters to ensure a greater separation from schools, residential neighborhoods, and other sensitive areas.
Another significant change is the minimum age for entering gaming halls, which has been raised from 18 to 21 years. This decision is part of a broader effort to protect the youth and prevent potential problems associated with gambling.
The Bremen Gaming Hall Act also requires gaming hall operators to pass a competence examination recognized by the economic authority and for staff to undergo specialized training. Additionally, gaming halls must be certified by an independent testing organization and are now prohibited from serving food and drinks.
Since the implementation of the Act, the number of gaming halls in Bremen has decreased significantly. As of the latest count, there are now just 52 gaming halls operating at 49 locations, a reduction from the initial 121. The Administrative Court of Bremen has deemed the authority's decision to close gaming halls as lawful in all cases, and both the first-instance decision and the Higher Administrative Court's ruling have been upheld in all appealed proceedings.
The Bremen Gaming Hall Act contributes to the German Gaming Treaty's aim to prevent the development of gambling addiction. By sending a clear signal against the spread of gambling addiction, Bremen is leading the way in creating a safer and healthier environment for its residents.
