Surveillance cameras installed at Heilbronn marketplace commence operations
In a bid to strengthen the city's security, Heilbronn Police Headquarters and the city of Heilbronn signed the cooperation agreement "Secure Heilbronn" on October 17, 2024. This agreement, which has been in operation since April 2023, aims to combat crime and address public order disturbances in the city centre.
The partnership has been solidified and expanded, with the introduction of video surveillance on the Heilbronn market square as a key component. This measure, welcomed by Mayor Harry Mergel, is designed to enhance both safety and the feeling of security in the city centre.
The market square has seen a steady increase in criminal offenses for several years, particularly in the market square area. In response, the city has implemented low-threshold measures such as exclusion orders, bans on certain individuals or groups, and increased use of civilian police officers. Regular checks of the poser and speeding scene have also been a focus.
The city bears the costs of the technical implementation of video surveillance, with the mayor estimating the cost to be around 200,000 euros. The high-resolution cameras transmit live footage to the command and control centre of Heilbronn Police Headquarters for evaluation. The recordings are stored for a basic period of 72 hours and then permanently deleted, unless required as evidence for the prosecution of relevant criminal offenses.
Heilbronn Police Headquarters bears the personnel costs for ensuring video surveillance with the support of concept forces. The increased presence of police and the local public order service in the city area, combined with targeted control measures, is a key success factor in the Concept "Secure Heilbronn".
The video surveillance at Heilbronn market square operates from Monday to Friday between 2 pm and 9 pm, and on Saturdays between 8 pm and 2 am. The cooperation between the city of Heilbronn and the police has led to the implementation of additional measures, such as the ban on street prostitution in Hafenstraße, the alcohol ban at Flügelnussbaum/Stadtgarten, and weapon and knife ban zones at the main train station and in the city area.
The positive statistical crime development in Heilbronn in 2024 shows that the numerous police measures already in place are effective. The city consistently ranks high in safety among large cities in Baden-Württemberg.
