In the heart of Mandaue City, a storm has been brewing at the LTO Motor Vehicle Inspection Service (MVIS) in Barangay Subangdaku. Last year, a leakage was reported at the LTO MVIS, leading to an investigation that uncovered a web of illegal water and electricity connections.

At the centre of this controversy is LTO 7 Director Glen Galario. The whistleblower, who remains unidentified, has accused Galario of facilitating and benefiting from these unauthorized utility hookups. Galario, however, believes the complaints are part of a "well-planned" demolition job, possibly timed to coincide with a visit by Department of Transportation (DOTr) Secretary Vince Dizon to Cebu.

The investigation found that the water and electricity, paid for by an LTO office, were connected to and being used by an adjacent non-LTO property. Galario, in response, ordered the immediate stop of the illegal connections at the LTO MVIS for Third-Party Liability Insurance sales.

The allegations against Galario are serious. He is accused of violating the Anti-Graft and Corrupt Practices Act, collecting grease money, and protecting colourum operators. Pablo Dignos, for one, has accused Galario of collecting payola from colourum operators in Bohol. Dignos believes the scheme is a "syndicate operation."

Rosario Paras has also accused Galario of demanding weekly "SOP" or grease money from his subordinates. A staff member, Lara Signar, allegedly collected the money to meet a weekly quota of P150,000 for Galario.

Galario, however, denies all allegations as "unfounded and unsubstantiated." He has filed a police blotter report on April 2, 2024, regarding the illegal connections with a witness and an LTO MVIS security guard. Galario has also stated he is not rich, despite being connected to a political family.

In a surprising turn of events, Galario has declined to name the official he believes is behind the graft complaints against him, stating that he will do so once a lawsuit his legal team has prepared is filed. Galario challenges the complainant to present evidence and requests a lifestyle check.

Amidst the swirl of accusations and denials, one thing is clear: Galario's reputation and family have been affected by the complaints. As the investigation continues, the people of Cebu wait with bated breath to see how this story unfolds.
