The Trump administration has made significant changes to the management of federal real estate, with the revocation of two executive orders that have been in place since the presidencies of Jimmy Carter and Bill Clinton.

In a move aimed at cost-cutting and improving efficiency, President Trump revoked Executive Order 12072, signed by President Carter, which required the federal government to first consider community business areas for meeting federal space needs in urban areas. This decision was part of an initiative to restore common sense to federal office space management, as the repeal is said to free agencies to select cost-effective facilities.

Similarly, Trump also revoked Executive Order 13006, signed by President Clinton, which directed agencies to give consideration to historic properties and historic districts when determining where to locate federal facilities. The repeal of this order is asserted to have prevented agencies from relocating to lower-cost facilities and failed to adequately prioritize efficient and effective government service.

The Robert C. Weaver Federal Building in Washington, D.C., which currently serves as the headquarters for the Housing and Urban Development (HUD) Department, will be added to the priority list of government facilities to sell by the General Services Administration (GSA). The Weaver Building, an example of Brutalist architecture, is listed on the National Register of Historic Places for its "exceptional architectural significance." However, the building has more than $500 million in deferred maintenance and modernization needs, making it a significant financial burden.

The HUD and GSA are leading an initiative to identify a new headquarters for the department, but the Washington, D.C., metropolitan area remains a top priority. Despite certain executive orders related to federal buildings being repealed during Trump's presidency, specific details about which orders were repealed were not provided in the article.

It is important to note that the nearly full occupancy of the Weaver Building does not necessarily guarantee a material impact on overall lease costs and rental rates. In fact, as part of the Trump administration's cost-cutting initiative, the GSA listed more than 440 federal buildings for potential sale, but later took down the list due to pushback.

The federal real estate portfolio's deferred maintenance and repairs backlog reached $370 billion in fiscal 2024, highlighting the need for efficient and cost-effective management of these properties. The Government Accountability Office has also included property management on its high-risk list of government programs that are vulnerable to fraud, waste, abuse, mismanagement, or in need of transformation.

The former real estate broker for the GSA stated that the community business district location requirements in EO 12072 did not often impact government leasing. Trump's actions on federal real estate are part of a broader effort to improve the efficiency and cost-effectiveness of the federal government.

On the first day of his second term, Trump signed a memorandum that federal buildings should respect "classical architectural heritage." The GSA manages more than 500 historic properties, underscoring the importance of this directive. As the administration continues to implement its policies on federal real estate, it will be interesting to see how these changes impact the government's property portfolio and the services it provides.
