The plan, which aims to transform Gaza into a tourism resort and high-tech hub, proposes the United States to administer Gaza as a trusteeship for at least 10 years.

The GREAT Trust plan requires a substantial investment of "$70B-$100B in public funds," which is expected to trigger a $35-$65B private investment. Substantial sums of money for the plan are mentioned to come from state-backed companies in Saudi Arabia.

The plan envisions the temporary relocation of the two million Palestinian inhabitants of Gaza to construct high-tech smart cities. Each Palestinian who chooses to leave would receive a $5,000 cash payment, subsidies for four years of rent, and a year of food. Gazan families who remain or leave and return would be offered ownership of new 1,800-square-foot apartments, valued at $75,000 each.

Landowners in Gaza would be offered a digital token in exchange for the legal right to convert their property into commercial real estate. The plan includes constructing six to eight AI-powered, smart cities in Gaza.

However, the plan has faced criticism and controversy. Israel has been accused of committing genocide in the Gaza region, with a recent study finding that Israel has killed more journalists in the past two years than various historical conflicts combined. On Monday, the world's leading genocide scholars' organization declared that Israel was committing genocide.

The State Department declined to comment on the cost of the leaked plan but did not deny its authenticity. The Gazan population would be moved out through voluntary departures or placement in restricted, secured zones during reconstruction.

It's important to note that this is one of several plans currently being considered. The U.S. has been supplying tens of billions of dollars worth of military aid to Israel. The Gaza region has seen a significant number of casualties, with the most recent estimate placing the death toll at over 60,000, with women and children accounting for about half of the dead. Another 145,870 people are said to have been wounded in Gaza.
