In a shocking turn of events, a report released on Thursday has shed light on the disgraceful conduct of former FBI counterintelligence official, Charles McGonigal. The report found that McGonigal intentionally damaged a criminal case, violated public trust, and compromised the integrity of the FBI.

McGonigal, who is currently serving a six-year sentence in a federal prison in Pennsylvania, tipped off an associate of the China Energy Fund Committee (CEFC) that the company was under FBI investigation. This revelation comes amidst previous reports of extensive business dealings between the CEFC and the Bidens.

The China Energy Fund Committee ceased operating before 2020. However, records show that in March 2019, Hudson West III wired $1 million to Hunter Biden's company, Owasco, with a memo line stating "Dr Patrick Ho Chi Ping Representation". This transfer occurred after Ho, the CEFC's chairman, arrived in the United States in December 2017, but was arrested upon arrival and later convicted in 2018 for bribing African officials.

Prior to Ho's arrest, James Biden, the brother of President Joe Biden, was in Hong Kong on Nov. 12, 2017, and made calls to a retired Secret Service agent. James Biden testified in February 2024 that he was not planning to inform Ho about any FBI investigation or sealed indictment. When he reached out to the retired Secret Service agent in November 2017, he was inquiring about an arrest warrant for Ho. The retired agent told James Biden he couldn't find an active arrest warrant for Ho but cautioned him about the sensitivity of such searches.

McGonigal leaked the CEFC investigation to a "former senior Albanian government official" and an employee of a "Chinese energy conglomerate". The name of the former Albanian government official connected to McGonigal is not publicly disclosed. McGonigal also hoped to put together a business deal with this official after he retired from the FBI.

It's important to note that the report does not mention Hunter Biden or suggest he was involved in McGonigal's misconduct. Similarly, the report does not say that James Biden violated the law.

The inspector general's report adds another layer to the ongoing scrutiny of the Bidens' business dealings, particularly those involving foreign entities. Previous reporting by NBC News has detailed these dealings, including the Bidens' ties to the China Energy Fund Committee.

In 2023, McGonigal pleaded guilty to multiple crimes, including secretly working for a Russian oligarch. The report does not delve into these details but focuses primarily on his actions related to the CEFC investigation.

As the investigation continues, the public will likely learn more about the intricate web of connections between high-level government officials, foreign entities, and business dealings. For now, the inspector general's report serves as a stark reminder of the importance of integrity and transparency in public service.
