The ESO is now tasked with unraveling the mystery of how gaming machines, sourced privately and sent under diplomatic cover from Russia, ended up within the Consulate Building.
Uganda's parliamentary vice-president, Thomas Tayebwa, publicly denounced the situation, labeling it a breach of domestic, UAE, and international laws. Tayebwa called for answers from the government, expressing concern that the diplomats' improper behavior could potentially strain relations between Uganda and the UAE, affecting the welfare of the 70,000 Ugandans living and working there.
At first, the parliament defended the consulate for providing support and services to the sizeable Ugandan community in Dubai. However, transforming the consulate into a gaming establishment contradicts UAE laws, Ugandan laws, and international laws governing diplomatic installations.
The Russian customs officials initially flagged the shipment of gaming machines due to misleading labels. The inventory listed the items as a large dining table, a small dining table, table legs, bar chairs, souvenirs, and decorative wheels. The shipment was only cleared after the intervention of Uganda's ambassador to Russia, Mozes Kizige. He claimed the items were for official embassy use and not for industrial or commercial purposes, as per the Vienna Convention on Diplomatic Relations.
The cargo arrived in the UAE on October 20, 2023, aboard an Ethiopian Airlines flight from Moscow. It was set to be stored at the Dubai Consulate for three months before being transferred to Uganda, where it was destined for a hotel owned by an unidentified government official. However, the machines remained at the consulate for at least six months, where they were reportedly operated by two Ugandan nationals holding diplomatic credentials.
The operation was halted when President Museveni, allegedly informed of it, ordered the removal of the machines. This surprising incident has sparked speculation about the future of gambling in the UAE, historically illegal. Yet, the recent approval of the country's first lottery license by the newly established gambling regulator suggests that the Emirates may be moving towards legalizing casinos. This scandal serves as a striking reminder of the significance of maintaining diplomatic integrity and the consequences of its violation.
