In the Omsk region of Russia, a startling case has come to light involving a 9-year-old girl and over half a million rubles in debts. Reports suggest that these debts are linked to the girl's SНИЛS (Individual Insurance Account Number), a crucial document for accessing various state services in Russia.

According to reports, the mother of the girl publicly handed over her SНИЛS to the Investigative Committee in the spring of 2025, demanding its replacement due to the alleged connection with the debts. The Omsk region's Investigative Committee has since launched a preliminary investigation into these reports.

The Russian Investigative Committee is currently examining the claims, which are reportedly coming through Gosuslugi, the federal information system for state and municipal services. The agency responsible for issuing a new SНИЛS for the girl, the local branch of the Pension Fund of the Russian Federation (PFR), has yet to comment on the matter.

The family has faced similar situations before, with the mother cancelling 41 enforcement proceedings. However, the "debts" reappeared this time with 89 charges totalling over half a million rubles. Notifications of debt in enforcement proceedings were received by the girl's mother.

Despite the prosecutor's demand to replace the SНИЛS in an exceptional manner due to the violation of the child's rights, the relevant agency has reportedly refused to do so. This refusal has led to further scrutiny of the case, with Alexander Bastrykin, Chairman of the Russian Investigative Committee, ordering the regional chief, Vitaly Batischev, to report on the progress of the preliminary investigation launched into these reports.

As of now, no new information has been provided regarding the resolution or progress in replacing the SНИЛS. The Russian Investigative Committee continues to investigate the matter, and updates will be provided as more information becomes available.
