Vocational education: exacerbating disparities for a supposedly equitable system
France's vocational training system, established in 1970, has been a significant part of the country's education landscape, with an annual investment of 32.5 billion euros in 2010. This investment, equivalent to 1.6% of France's GDP, was distributed among various organisations, totalling approximately 60,000.
However, companies in France have been facing difficulties in recruitment due to gaps in vocational training. To address these issues, the government aims to reform the vocational training system by the end of the year. The priority given to this reorientation will be inscribed in the future law on vocational training.
The reorientation focuses on vulnerable employment groups, including young people with little or no qualifications, job seekers, and employees exposed to economic changes. These groups will benefit from targeted support measures to improve their employability and adaptation to labor market shifts.
According to Joël Elkaïm, the current vocational training system in France is opaque and inequitable. To ensure that the benefits of the system reach its intended beneficiaries, the complexity of the system should be spared for their benefit.
The urgency of the employment situation in France justifies this reorientation of vocational training policy. The government aims to reorient public vocational training policy towards these vulnerable employment groups. The concrete implementation of this reorientation poses difficult questions that need to be addressed.
Nonetheless, the reform of the vocational training system is expected to bring positive changes, addressing the recruitment issues faced by companies and providing opportunities for those who need it most. The priority given to this reorientation will be inscribed in the future law on vocational training.
