Workers' safeguard proposal encompasses risks from ionizing radiation exposure, as per Commission's new directive.

In a recent address, Carsten Gabbert, the government president of Freiburg, Baden-Württemberg, acknowledged the need for improvement in digitization and discussed various topics of interest, including forest management, energy transition, and climate protection.

Gabbert highlighted the importance of addressing climate change and preserving the water supply on the Black Forest heights. He also emphasized the role of the Energy Transition, Wind Energy and Climate Protection department in reviewing heat plans submitted by municipalities, as per the state's climate protection law.

The department has been successful in networking municipalities and providing information on heat plan solutions and funding opportunities. As a result, 20 cities are obligated, and 180 municipalities have voluntarily created heat plans since 2020, making communal heat planning a significant milestone in the government presidency Freiburg.

The licensing procedures for cannabis clubs in Freiburg have also been a point of discussion. Since July 2024, 92 applications have been received, which are centrally processed by the RP Freiburg. As of the time of the article, Baden-Württemberg is in third place, after North Rhine-Westphalia and Schleswig-Holstein, in terms of the number of cannabis club licenses granted. So far, 13 permits have been granted, one or two are currently in the final approval phase, and there have been two rejections.

The city of Walldorf in Baden-Württemberg has taken a proactive approach to achieving climate-neutral heat supply by 2040, having created and adopted a municipal heat plan in the past two years.

Gabbert described the performance of the licensing procedures as being in the "good midfield" nationally. He also addressed the difficulty in achieving consensus on issues such as species protection, where people may perceive protection measures as bureaucratic.

In addition, Gabbert outlined the State Chancellery's role as a transformative role between the state and municipalities, sometimes also as a moderator. The State Chancellery also sees itself as a moderator in its relationship with the economy. Four applications have been withdrawn, indicating a cautious approach to the licensing process.

Looking ahead, Baden-Württemberg will assume the presidency of the International Lake Constance Conference (IBK) in 2025. The IBK will address issues such as the expansion of cross-border public transport, the design of the Lake Constance cycle path, and coordinated measures against invasive species like the quagga mussel.

Moreover, a pilot project on the Belchen with farmers, municipalities, and the district to manage water is to be transferred to other regions with mountain pastures. Gabbert believes that the discussion about bureaucracy and administration is often blurred and that it is important to grasp "what bothers us" more precisely.

Gabbert also addressed the perception that the state, the administration, is in crisis. He emphasized the need for a more precise understanding of the issues at hand and a focus on addressing them effectively.
