In the heart of North Rhine-Westphalia, the city of Arnsberg is preparing for a significant shift in its youth welfare services. The city, along with the district of North Friesland and the city of Rosenheim, has been working diligently to make educational support for Arnsberg families more accessible, life-oriented, and successful.

The city will be divided into three areas of influence—Alt-Arnsberg, Hüsten, and Neheim—each to be led by an independent youth welfare provider. Arnsberg has signed a foundational agreement for social space-oriented work with these providers: Kompass e.V., the Association for Children and Youth Welfare Arnsberg e.V., and SkF e.V. Hochsauerland.

Michael John, the youth welfare office director of the city of Arnsberg, emphasises the need for a perspective for families and professionals. The approach focuses on the wishes and perspectives of those involved, departing from the trend of youth welfare in many NRW communities.

The social space-oriented approach emphasises intensive involvement of local support personnel. The youth office and the independent providers will work closely together in all three areas to ensure seamless support. The aim is to enable earlier intervention to prevent or significantly reduce severe cases within youth welfare services.

The project will start on October 1, 2025, with all operators opening their new premises on October 9, 2025, for an exchange and togetherness day. Arnsberg's mayor, Ralf Paul Bittner, believes the project will bring stability to cost planning.

The project is modelled after the specialist concept of social space orientation by Prof. Hinte, though specific details about the implementation of this concept in other German municipalities are not currently available. The aim for this innovative approach is a significant improvement in support services and for professionals accompanying families.
